Terms used to describe making something weaker or more powerful, respectively.

These terms come from game development. A "nerf" is when a game creator makes a weapon or character less powerful to balance the game. A "buff" is the opposite. In real life, if a school introduces a strict new rule, students might say the "lunch break got nerfed." If someone gets a new haircut or a good grade, they might say their "confidence got a buff." It is a way of looking at life through the lens of upgrades and downgrades. For parents, it is a useful way to understand how your children perceive changes in their environment as either hindering or helping their progress.
